RELATING TO THE JUDICIARY.

Allows a court of inferior jurisdiction to certify to the Hawaii Supreme Court a question or proposition of law on which the court of inferior jurisdiction seeks instruction for the proper decision of a remanded case. Requires the Supreme Court to answer the question within an unspecified number of calendar days. (HB2194 HD1)

RELATING TO AFFORDABLE HOUSING.

Exempts affordable housing units acquired, developed, financed, or rehabilitated by qualified nonprofit housing trusts from the use restrictions and the 10-year owner-occupancy, 10-year buyback, owner qualifications, and shared appreciation equity requirements if the qualified nonprofit housing trust establishes owner-occupancy and buy-back restrictions approved by the Hawaii Housing Finance and Development Corporation. RELATING TO WORKERS' COMPENSATION.

Requires employers to pay for all medical services required for the employee for the compensable injury and the process of recovery, even when claims are disputed. Establishes negotiation, notice, and review procedures for disputed claims. Imposes fines and penalties on employers who fail to negotiate in good faith. (HB1640 HD1)

RELATING TO HEALTH CARE.

Appropriates funds to improve the health care services related to cardiac care at Kona Community Hospital. Funds may be used for the construction of a hybrid catheterization lab and operating room and funding of cardiology staff positions to alleviate the lack of cardiac care. Permits the Department of Health to hire physicians to serve as district health officers. (HB782 HD1)

RELATING TO ENVIRONMENTAL PROTECTION.

Requires the Department of Land and Natural Resources and the counties to form a Marine Debris Working Group, with other interested parties, to resolve jurisdictional issues between the State and counties regarding the removal of marine debris and provide coordination between state and county agencies that ensures the cleanup of marine debris from Hawaii's beaches and shorefronts. Establishes a Marine Debris Special Fund to provide funding to the Department of Land and Natural Resources for the removal of marine debris from shorelines and nearshore waters. (HB2625 HD2)

RELATING TO SCHOOL IMPACT FEES.

Exempts affordable housing projects developed or financed by HHFDC or a county, housing projects that satisfy county affordable housing requirements and qualify for county fee exemptions, and affordable rental housing for which the developer received Low-Income Housing Tax Credits from school impact fees. RELATING TO FINANCIAL DISCLOSURE STATEMENTS.
