RELATING TO CONDOMINIUMS.

Prohibits associations of apartment owners, boards of directors, managing agents, resident managers, condominium owners, and persons acting on behalf of associations or condominium owners from retaliating or discriminating against a condominium owner, board member, managing agent, resident manager, or association employee who files a complaint; acts in furtherance of a complaint, report, or investigation of an alleged violation of the State's condominium laws or a condominium's governing documents; or exercises or attempts to exercise any right as a condominium owner. RELATING TO EDUCATION.

Creates and appropriates funds for Erin's Law Task Force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, and report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age appropriate curricula. RELATING TO THE UNIVERSITY OF HAWAII PROMISE PROGRAM.

Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus. Appropriates funds to establish and implement the program. Effective 7/1/2050. (SD1)

RELATING TO THE EMPLOYMENT OF ATTORNEYS.

Replaces a requirement that the speaker of the house of representatives and the president of the senate must jointly request legal representation for a legislative office before that respective house may receive legal representation with a requirement that allows either the speaker's request or the senate president's request, as appropriate, to constitute a sufficient request. Takes effect on 1/7/2059. (SD1)

RELATING TO HEALTH.

Part I: changes the name of the board of dental examiners to the board of dentistry and dental hygiene; beginning on 7/1/2018, changes the board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Part II: clarifies the allowable and prohibited practices requirements for dental assistants; clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for licensed professionals; and prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene. RELATING TO EMPLOYEES.

Requires each state government branch to establish a shared leave program for state employees. Allows the chief executive of a county to establish a shared leave program for county employees. Precludes a state government branch from prohibiting leave sharing between different departments or bargaining units because of administrative infeasibility. Clarifies that an employee's designation of beneficiary statement may be filed with the department where the employee is employed and eliminates the requirement that it be a verified written statement. Takes effect 1/7/2059. (SD2)

RELATING TO ENERGY MODERNIZATION AT THE UNIVERSITY OF HAWAII SYSTEM.

Requires UH to develop a microgrid plan for one demonstration project at any property on Oahu owned, leased, or controlled by UH. Authorizes UH to select the location for the project. Requires UH to collaborate with the local electric utility. Requires quarterly status reports to the legislature. Requires UH to submit the microgrid plan to the legislature prior to the regular session of 2019. Defines "microgrid". Effective 7/1/2050. (SD2)
