RELATING TO PUBLIC EMPLOYMENT COST ITEMS.

Provides appropriations for collective bargaining cost items for the members of Unit (8) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023.

RELATING TO TOBACCO PRODUCTS.

Establishes the offense of unlawful shipment of tobacco products. Includes e-liquid and electronic smoking devices within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Increases the license fee for persons engaged as a wholesaler or dealer of cigarettes and tobacco products. Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective January 1, 2022.

RELATING TO LAW ENFORCEMENT VEHICLES.

Allows the Department of the Attorney General to have law enforcement vehicles, with colored lights, that are recognized authorized emergency vehicles.

RELATING TO CLEAN ENERGY FINANCING.

Creates the clean energy and energy efficiency revolving loan fund under the administration of the Hawaii Green Infrastructure Authority. Repeals the building energy efficiency revolving loan fund. Appropriates loan ceiling. Effective upon approval.

RELATING TO PROCUREMENT.

Authorizes the State Procurement Administrator to develop and administer a procurement automation system, authorizes the State Procurement Administrator to charge and collect an administrative fee to cover the costs of the procurement automation system, establishes a procurement automation system special fund, and supports the State Procurement Administrator’s final decision on investigations of procurement policy and compliance.
