Exempts construction procurements from section 103D-1002, Hawaii Revised Statutes, as it applies to construction procurements.
Requires any state agency that does not have hearings officers on its staff to arrange with the department of commerce and consumer affairs to have its contested case hearings heard by hearings officers of the department. Allows the department of commerce and consumer affairs to charge a fee for conducting these hearings.
Prohibits discrimination, including in advertisements for rental property, in rental transactions based on participation in a section 8 housing choice program or any permanent supportive housing program or requirements related to participation in these housing assistance programs. Establishes repeal dates for each principal department, preceded by an auditor review. Establishes procedures for department termination in six-year intervals.
Provides that the Board of Land and Natural Resources and Commission on Water Resource Management shall not conduct contested case hearings, and counties shall not conduct contested case hearings regarding disputes over land use, but that decisions and disputes may be contested and adjudicated in circuit court.
Authorizes a court to expunge the records of a person for certain offenses if they are substantially related to the person's homeless status.
Authorizes the payment of an allowance for Tricare Reserve Select or other government-funded premium payments to officers, warrant officers, or enlisted personnel of the Hawaii National Guard. Effective 7/1/3050. (HD1)

Extends the sunset date of amendments to the State Low-Income Housing Tax Credit by an additional five years.
Clarifies that increased fines may apply if a candidate committee or noncandidate committee fail to timely file the preliminary primary or preliminary general report that is due in an unspecified number of days before a primary or general election. Effective 7/1/2112. (HD1)
