RELATING TO THE REGULATORY AUTHORITY OF THE INSURANCE COMMISSIONER.

Adopts certain provisions of the National Association of Insurance Commissioners' Producer Licensing Model Act, Public Adjuster Licensing Model Act, Reinsurance Intermediary Model Act, and Independent Adjuster Licensing Model Guidelines to provide consistency and promote efficiency in processing insurance licensing fees, applications, certificates, registrations, and renewals. RELATING TO REPORTS FILED WITH THE CAMPAIGN SPENDING COMMISSION.

Clarifies that candidates do not need to file preliminary general reports if they are either unsuccessful or are elected to office in the primary election. Clarifies the aggregate contribution and expenditure amounts that trigger the requirement for a candidate or noncandidate committee to file only the final election period report. Effective 7/1/2112. RELATING TO THE BROWNFIELDS CLEANUP REVOLVING LOAN FUND.

Enables the use of funds from the brownfields cleanup revolving loan fund for environmental site assessments and for sub-grants to eligible entities for assessment and cleanup of brownfields sites. Effective 7/1/2050. (HD1)

RELATING TO MANAGEMENT OF STATE FUNDS.

Establishes linked investments to provide loan funds for agriculture and authorizes the director of finance to commit no more than $5,000,000 in certain available moneys for the creation of linked investments through agreements with eligible lending institutions. Appropriates funds to the department of budget and finance to hire one position to administer the linked investment program. Effective 7/1/2050. (HD2)

RELATING TO THE OFFICE OF HEALTHCARE ASSURANCE SPECIAL FUND.

Increases ceiling of the office of health care assurance special fund to meet expanding program needs and diminish dependence on the general fund. Permits the office of health care assurance to use the special fund to enhance the office of health care assurance's capacity to conduct investigations. Effective 7/1/2060. (HD1)
