RELATING TO EMOLUMENTS.

Beginning 11/1/2022, prohibits the lieutenant governor, while holding the office of the lieutenant governor, from maintaining any other employment, maintaining a controlling interest in a business, or receiving any emolument, beginning on the sixty-first calendar day after election or appointment to office.

RELATING TO CONSTITUTIONAL AMENDMENTS.

Requires the language and meaning of any proposed constitutional amendment and ratification question to be simple, concise, and direct to the extent practicable. Allows the presiding officers of the legislature to request a written opinion of the supreme court regarding the legality of a proposed amendment to the Hawaii State Constitution and the corresponding constitutional ratification question. Requires the court to provide a written opinion within 48 hours of receipt of the request. Requires, for any written opinion by the court that invalidates a constitutional ratification question, a detailed and specific explanation of the reasons for this opinion. Prohibits any appeal of a written opinion. Effective 7/1/3021. (HD1)

PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII TO REQUIRE THE JUDICIAL SELECTION COMMISSION TO BE GUIDED BY PRINCIPLES OF MERIT IN THE SELECTION OF JUDICIAL NOMINATIONS AND THE RETENTION OF JUDGES AND JUSTICES.

Proposes an amendment to the Constitution of the State of Hawaii to require the judicial selection commission to be guided by principles of merit in the selection of judicial nominations and the retention of judges and justices.

RELATING TO THE UNIVERSITY OF HAWAII TUITION AND FEES SPECIAL FUND.

Repeals the requirement that each University of Hawaii campus prepare an operations plan, to be reviewed by the president and the vice president for budget and finance and the chief financial officer of the University of Hawaii, for each fiscal year. Repeals the requirement that the moneys in the University of Hawaii tuition and fees special fund for each University of Hawaii campus to lapse to the credit of Program ID No. UOH900 (University of Hawaii, system wide support). RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.

Amends the environmental impact statement law to delete reference to discretionary permits in allowing infrastructure improvements within a highway or public right-of-way to be exempt from environmental impact assessment requirements. Effective 7/1/2050. (HD1)
