Authorizes the Chief Justice to designate circuit court judges, retired intermediate appellate judges, or retired supreme court justices to temporarily fill a vacancy on the Intermediate Court of Appeals.

Provides appropriations for collective bargaining cost items for the members of Unit (7) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023. Effective 7/1/2050. (SD1)
Exempts land set aside by the governor to the Hawaii Housing Finance and Development Corporation and lands leased to the Hawaii Housing Finance and Development Corporation from other state departments or agencies from classification as public lands subject to Department of Land and Natural Resources management. Requires the land to be subject to legislative approval prior to the sale or gift of those lands. Requires the Hawaii Housing Finance and Development Corporation to return any land set aside by the governor or leased lands no longer needed for housing, finance, or development. Effective 7/1/2050. Repeals sections 264-19, 266-2.3, and 266-22, Hawaii Revised Statutes, for the purpose of deleting obsolete or unnecessary provisions. Grants voting rights to members of the board of directors of the Honolulu Authority for Rapid Transportation appointed by the president of the senate or speaker of the house of representatives. Codifies the administrative rule definition of "assistance animal". Permits an owner or person engaged in a real estate transaction to request verification if the disability-related need for an assistance animal is not readily apparent. Specifies that possession of a vest or other distinguishing animal garment, tag, or registration document commonly purchased online and purporting to identify an animal as a service animal or assistance animal does not constitute valid verification of a disability-related need for an assistance animal.
