Extends the period in which a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2019 to 6/30/2022. Effective 7/1/2050. (HD1)
Exempts land set aside by the governor to the Hawaii Housing Finance and Development Corporation and lands leased to the Hawaii Housing Finance and Development Corporation from other state departments or agencies from classification as public lands subject to Department of Land and Natural Resources management. Requires the land to be subject to legislative approval prior to the sale or gift of those lands. Requires the Hawaii Housing Finance and Development Corporation to return any land set aside by the governor or leased lands no longer needed for housing, finance, or development. Effective 7/1/2050. Short form bill relating to state finances.
Repeals section 46-19.8, Hawaii Revised Statutes, and Act 53, Session Laws of Hawaii 2017, which prohibited the counties from adopting codes and regulations that would require the installation or retrofitting of residential fire sprinklers in one- and two-family dwellings and other types of structures.
Replaces the four district tax boards of review with a single statewide board of review appointed by the Governor, consisting of ten members with three required for quorum. Authorizes board members and taxpayers to appear and conduct official business using cost-saving measures such as teleconferencing.
Amends the offense of disorderly conduct to include engaging in conduct with the intent to convey certain false or misleading information. Allows minors to apply for the expungement of a first-time offense. (HD1)
Removes the statutory requirement for representatives of the pineapple and sugar industries and adds the statutory requirement for representatives of the coffee and diversified agriculture industries on the Advisory Committee on Pesticides.
Provides authority for the Hawaii criminal justice data center to set and collect fees for services provided.
Requires a motor vehicle transferor, or the transferor's representative, and transferee to appear in person to execute the transfer of a motor vehicle. Subjects motor vehicle transferors to certain fees previously assessed on motor vehicle transferees.
