RELATING TO FIREARMS.

Requires the chiefs of police to grant licenses to carry concealed pistols or revolvers and ammunition therefor to applicants twenty-one years of age or more. Extends the period of licensure to five years. Amends the required procedures for granting a license. Repeals language authorizing the chiefs of police to grant licenses to carry unconcealed pistols or revolvers and ammunition therefor. Repeals the prohibition against the unauthorized carry of a concealed or unconcealed pistol or revolver. Repeals the licensure fee.

PROPOSING AN AMENDMENT TO THE CONSTITUTION OF THE STATE OF HAWAII TO REQUIRE THE JUDICIAL SELECTION COMMISSION TO BE GUIDED BY PRINCIPLES OF MERIT IN THE SELECTION OF JUDICIAL NOMINATIONS AND THE RETENTION OF JUDGES AND JUSTICES.

Proposes an amendment to the Constitution of the State of Hawaii to require the judicial selection commission to be guided by principles of merit in the selection of judicial nominations and the retention of judges and justices.

RELATING TO PUBLIC EMPLOYMENT COST ITEMS.

Provides appropriations for collective bargaining cost items for the members of Unit (1) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023.

RELATING TO THE IMPORTANT AGRICULTURAL LAND QUALIFIED AGRICULTURAL COST TAX CREDIT.

Extends through the 2031 tax year the important agricultural land qualified agricultural cost tax credit. Delays taxpayers from claiming and applying the tax credit for at least three full taxable years after credit is earned, to help address State's current fiscal concerns. Applies to taxable years beginning after December 31, 2021. (HD1)

RELATING TO LEASE EXTENSIONS ON PUBLIC LAND.

Authorizes the Board of Land and Natural Resources to extend leases of public lands for commercial, industrial, or resort use upon approval of a proposed development agreement to make substantial improvements to the existing improvements. Repeals on June 30, 2026.
