Authorizes the issuance of special number license plates for members of the Hawaii Civil Air Patrol.

Removes county councils as the nominating authority for members of the HCDA who serve as representatives of the Heeia, Kalaeloa, and Kakaako community development districts. Provides that the president of the senate and the speaker of the house of representatives shall each nominate representatives of each of the three community development districts.
Amends the definitions of "contested case" and "rule" in the Hawaii Administrative Procedures Act.
Extends the period in which a county may adopt a surcharge on state tax, under certain conditions, from 3/31/2019 to 3/31/2022.
Requires the auditor to perform an annual operational audit of the academic and financial plans of the department of education. Requires the department of education to contract with a third-party consultant that specializes in school finance to study the adequacy of education funding in Hawaii. Appropriates funds. Prohibits discrimination, including in advertisements for rental property, in rental transactions based on participation in a section 8 housing choice program or any permanent supportive housing program or requirements related to participation in these housing assistance programs. Requires the employees' retirement system to submit to the legislature certain annual reports through 2026. Extends the effective date of certain sections of Act 87, Session Laws of Hawaii 2015, to 1/1/2026 to provide state and county departments and agencies with additional time to comply with new employees' retirement system reporting standards.
Adds the University of Hawaii to the list of agencies that are authorized to conduct criminal history record checks on current or prospective employees whose positions or duties are related to public safety. Effective 12/25/2040. (HD1)
Clarifies laws regarding public meetings held by interactive conference technology by, among other things, requiring board members to be visible and audible to other members and the public, authorizing a board to require attendees to provide their names and contact information for contact tracing during certain states of emergency, and repealing the requirement that a meeting held by interactive conference technology be terminated when audio communication cannot be maintained with all locations where the meeting by interactive conference technology is being held.
Extends the sunset date of amendments to the State Low-Income Housing Tax Credit by an additional five years.
