RELATING TO VIOLATION OF PRIVACY.

Excludes violation of privacy in the first degree, and certain subsections of violation of privacy in the second degree, from qualifying for deferred acceptance of guilty plea or nolo contendere plea.

RELATING TO SOLAR ENERGY.

Permits the governing body of a county to create, by ordinance, a process for the recordation and enforcement of solar easements. Allows counties to require individuals claiming a solar right to record that right by filing a declaration with the county clerk. Permits the governing body of a county to require, by ordinance, the trimming of vegetation that blocks solar radiation from solar energy devices. Authorizes the ordinance to include a designation for the cost of trimming.

RELATING TO MARRIAGE LICENSE FEES.

RELATING TO PUBLIC EMPLOYMENT COST ITEMS.

Provides appropriations for collective bargaining cost items for the members of Unit (8) and their excluded counterparts, including the cost of salary adjustments negotiated between the State and the bargaining unit representative for fiscal biennium 2021-2023.

RELATING TO POLICING.

Prohibits the issuance of warrants that permit entry by an officer to a house, store, or other building without first audibly declaring the officer's office and business, including no-knock warrants. Requires law enforcement officers serving an arrest warrant at a house or a search warrant at a house, store, or other building to audibly declare the officer's office and business and wait at least thirty seconds for compliance before entry. Requires officers serving a warrant to do so in uniform.

RELATING TO TAX CREDIT FOR RESEARCH ACTIVITIES.

Consolidates the survey and certification requirements for the research activities tax credit. Requires the certification on a first come, first served basis by date subject to certain conditions. Adds a cap for the taxpayer and related entities. Effective 7/1/2050. (HD1)

RELATING TO THE OFFICE OF INFORMATION PRACTICES.

Requires the OIP director to rule or provide written guidance on an agency denial or granting of access to information or records. Requires the OIP director to receive and resolve complaints under Hawaii's sunshine law either by determining whether a violation occurred or providing written guidance. Effective 7/1/2050. (HD2)

RELATING TO STORMWATER FEES.

Exempts state airports and harbors from county stormwater user fees. Prohibits county from denying services to the State or its departments and agencies by reason of nonpayment of user fees. Effective 7/1/2050. (HD1)
