Consolidates the survey and the certification requirements for the research activities tax credit, requires the certification based on the date a complete application is received subject to certain conditions, and adds a cap for an eligible taxpayer and the taxpayer's related entities.
Establishes the Hawaii Retirement Savings Program, administered by the Hawaii Retirement Savings Board, in consultation with the Department of Budget and Finance and Department of Labor and Industrial Relations, to provide a state-facilitated payroll-deduction automatic enrollment individual retirement plan to private sector employees who do not have access to employer-sponsored retirement savings plans beginning 7/1/2024. Appropriates funds.
Includes tips or gratuities paid directly to an individual by a customer of the individual's employer and reported or declared to the employer in the definition of income used to calculate the amount of child support and from which assignments and withholdings for payments of child or spousal support are made.
Appropriates funds into the unemployment compensation trust fund.
Prohibits the use of certain dangerous pesticides on state lands, except as needed to respond to emergencies.
Prohibits the harvesting of aquatic life in the State for commercial aquarium purposes, regardless of the method of collection.
Establishes the Hawaii Lottery and Gaming Corporation for the purpose of conducting and regulating wagering and gaming in the State. Establishes the Lottery and Gaming Special Fund and allocates certain percentages of the fund to various community betterment purposes.
Extends the deadline to complete the transfer of the Oahu regional health care system from the Hawaii Health Systems Corporation to the Department of Health. Appropriates moneys.
Appropriates moneys to fund experimental modernization projects pursuant to section 78-3.5, HRS, to make necessary discretionary salary adjustments.
Creates a one-time income tax refund for resident taxpayers that shall be refunded to implement the provision of article VII, section 6, of the Constitution of the State of Hawaii.
