Establishes a primary promise pilot program within the Department of Education. Requires the Department to identify elementary schools having low literacy rates or a disproportionate number of students reading below grade level. Appropriates moneys to hire teachers and instructional aides to provide instruction to students in grades K-3 who read below grade level in those identified schools. Sunsets 6/30/2025.

Increases the threshold amount of aggregated expenditures for electioneering communications in a calendar year from more than $1,000 to more than $2,000 before statements of information would be required. Amends the definition of "disclosure date" to the date the electioneering communication is publicly distributed and the date of any subsequent public distributions of electioneering communications during the calendar year. Repeals "actual expenditures" from the list of items that are not electioneering communication.
Amends the nomination process and the number of the members for the Procurement Policy Board; authorizes the State Procurement Administrator to develop and administer procurement automation systems and assess, charge, and collect a transaction fee from all vendors using the procurement automation systems; establish a procurement automation system special fund; and amends section 103D-1010, Hawaii Revised Statutes (HRS), to conform with the amendments made to section 103D-1001, HRS.
Requires certain information on the financial disclosure statements deemed to be public records for non-paid volunteer members of state boards and commissions to be redacted.
Amends section 662-15, Hawaii Revised Statutes, to provide that chapter 662 shall not apply to any claim that an act or omission caused or contributed to, directly or indirectly, a person contracting coronavirus disease 2019 (COVID-19) or its variants. Provides for retroactive application to January 1, 2020. Provides that any waiver of sovereign immunity with respect to claims that an act or omission caused or contributed to, directly or indirectly, an individual contracting COVID-19 or its variants that accrued on or after January 1, 2020, is expressly withdrawn.
Amends section 201-13.8, Hawaii Revised Statutes, to allow the Department of Business, Economic Development, and Tourism to collect and analyze employer information and data.
Creates an accessible parking special account within the disability and communication access board special fund. Increases the state vehicle registration fee by $1, to be deposited into the accessible parking special account. Requires all costs associated with the statewide parking program for persons with disabilities to be appropriated from the accessible parking special account beginning July 1, 2023.
Amends the requirements for a condominium association's standard proxy form by deleting the option for a condominium owner to give the proxy to the board as a whole.
Requires that the fees for attorneys retained by a condominium association be paid from an association's funds or reserves. Limits the total and final legal fees to twenty-five per cent of the original debt amount. Requires attorneys retained by a condominium association to confine their communications to the condominium board, except when the attorneys must request and require materials and responses directly from owners for each matter. Prohibits attorneys retained by a condominium association from billing unit owners directly.
Authorizes any person to commence a civil action in district court on that person's own behalf against any owner of a dwelling unit if the owner advertises, solicits, offers, or provides the dwelling unit as a transient vacation unit and the owner is not authorized by the applicable county to provide the unit as a transient vacation unit.
