RELATING TO CONSTITUTIONAL AMENDMENTS.

Requires the language and meaning of any proposed constitutional amendment and ratification question to be simple, concise, and direct to the extent practicable. Allows the presiding officers of the Legislature to request a written opinion of the Supreme Court regarding the legality of a proposed amendment to the Hawaii State Constitution and the corresponding constitutional ratification question. Requires the supreme court to provide a written opinion within seven days of receipt of the request. Requires, for any written opinion by the supreme court that invalidates a constitutional ratification question, a detailed and specific explanation of the reasons for this opinion. Prohibits any appeal of a written opinion. (HD1)

RELATING TO TAX EXPENDITURE ACCOUNTABILITY.

Requires laws that enact, modify, or extend the availability of a tax expenditure to contain specific information, revenue estimates, and analyses before becoming law. Allows the disclosure of certain tax expenditure information. Effective 1/1/2050. (HD2)

RELATING TO HAWAII PRODUCTS.

Exempts construction procurements from the provisions in the Hawaii public procurement code that incentivize contractors and subcontractors to use Hawaii products. Effective 7/1/2112. (HD1)

RELATING TO THE BARBERING AND COSMETOLOGY LICENSING ACT.

Adds and updates definitions to satisfy current industry practice needs; aligns and remedies inconsistencies between chapters 438 and 439, Hawaii Revised Statutes; removes the five-year license requirement for barber and beauty operator board of barbering and cosmetology member seats; raises fees for penalties and disciplinary actions; and removes medical clearance requirements. RELATING TO HOMELESSNESS.

Establishes the office of homelessness and housing solutions and the homelessness and housing solutions special fund. Requires the governor's coordinator on homelessness to submit annual reports to the legislature. Appropriates funds for the administration of the office of homelessness and housing solutions, including positions. Effective 7/1/2050. (HD1)

RELATING TO THE ECONOMY.

Establishes a public policy framework that addresses state goals in the areas of economic disaster mitigation, economic diversification, import substitution, and community development. Appropriates funds to DBEDT to implement specific projects that address those goals. Identifies additional projects authorized in the executive budget to be implemented by DBEDT in furtherance of those goals. Requires DBEDT to submit annual reports to the legislature. (HD1)

RELATING TO THE LAND CONSERVATION FUND.

Increases the percentage of the land conservation fund that may be used for costs related to the operation, maintenance, and management of lands acquired by the fund. Increases the maximum dollar amount of the conveyance tax distribution to the land conservation fund to $8 million if it is less than ten percent of conveyance taxes collected in that fiscal year. Appropriates funds from the land conservation fund for land acquisition. Effective 7/1/2050. (HD1)
