Makes permanent Act 197, Session Laws of Hawaii 2021, which excludes housing developed by the Department of Hawaiian Home Lands from school impact fees.

Authorizes the Department of Human Services to conduct comprehensive background checks on current and prospective employees, volunteers, and contractors and contractor's employees and volunteers, in positions that require them to be in close proximity to minors and young adults receiving child welfare or child abuse prevention services, or vulnerable adults receiving adult protective services, social services, or certain other benefits and services from the department. Makes non-substantive conforming amendments to sections 345-2.5 and 846-2.7, Hawaii Revised Statutes. Effective upon approval.
Appropriates funds to the Hawaii Public Housing Authority to modernize Hale Poai.
Prohibits persons convicted of certain felony offenses against public administration from becoming a candidate for or holding public office for a sufficient duration after the person's final discharge.
Allows the Department of Transportation Airports Division (DOTA) to be reimbursed from any airport contractor, tenant, or user for the entire amount of fines and penalties levied for the violation of federal, state, or county laws related to environmental protection or the United States Department of Homeland Security. Allows the DOTA to enter into a capital advancement contract with a private party for certain public improvement or construction projects at Hawaii's airports.
Adds additional circumstances in which family courts may expunge juvenile arrest records.
Updates definitions related to the education and training requirements of psychologists; amends the screening process for applicants educated at a foreign institution.
Allows the Intermediate Appellate Court to review orders issued by the Hawaii Paroling Authority.

Amends the surety bond threshold requirement for third party administrators and clarifies the audited financial statements requirements. Adopts revised National Association of Insurance Commissioners Model #880 Unfair Trade Practices Act regarding expansion of value-added products beyond health products. Aligns section 431:13-103 with changes made to article 9 of chapter 431 by Act 110, Session Laws of Hawaii 2021. Amends the definitions of "controlled unaffiliated business" and "participant" as applied to captive insurance companies.
