RELATING TO THE ELECTIONS COMMISSION.

Makes the members of the Elections Commission subject to the advice and consent of the Senate. Clarifies that a majority of all members to which the Elections Commission is entitled shall constitute a quorum to do business. (HD1)

RELATING TO RECREATIONAL FACILITIES.

Beginning on 6/30/2030, requires all new playgrounds constructed on Department of Education school grounds to include accessible recreational playground equipment as part of the recreational apparatuses. RELATING TO STUDENT ATHLETES.

RELATING TO CHILD WELFARE SERVICES.

Appropriates funds for the Department of Human Services to contract with a non-profit specializing in domestic violence to provide training and staff to be housed on-site in Child Welfare Services Branch offices to support all aspects of screening for and addressing domestic violence within a case. RELATING TO FIREARMS.

Prohibits a person from lending a firearm to a person who does not have a firearm permit or does not have a registered firearm. Requires an adult who is borrowing a firearm to have either a firearm permit or a registered firearm, and not be prohibited to own or possess a firearm. Specifies that an adult who is twenty-one years of age or older may be lent a rifle or shotgun for a period not to exceed twelve hours. Repeals the authorization to use a rifle or shotgun outside of the State for up to seventy-five days. Repeals the authorization to lend a rifle or shotgun without a permit.

RELATING TO THE SPAYING AND NEUTERING OF ANIMALS.

Establishes the Spay and Neuter Special Fund to reduce pet overpopulation and the reproduction of free-roaming cats. Establishes various revenue and fundraising sources for the special fund. Appropriates funds. Effective 7/1/3000. (HD2)
