Amends certain publication procedures to require the publication of information to be on the appropriate state or county department's website, rather than in a newspaper.

Requires the judiciary or supporting agencies to establish and support a program for restorative justice in each county and inform various criminal justice representatives of the existence of the program. Appropriates funds for the establishment of one program and one position in each county.
Amends the Supplemental Appropriations Act of 2022 to specify that the appropriation for Hawaiʻi housing finance and development corporation (BED160) is to be deposited into and expended from the affordable homeownership revolving fund for purposes of the revolving fund.
Makes it discretionary for authorized emergency vehicles to use sirens when responding to an emergency or in other specified situations if the siren is not reasonably necessary under the circumstances.
Prohibits the sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State. Effective 1/1/2024.
Requires the department of land and natural resources to establish a green user fee program to collect user fees for certain parks. Requires the department of land and natural resources to develop a mobile application for the green user fee program. Exempts certain individuals from the green user fee program. Appropriates funds. Amends the requirements for licenses to carry firearms concealed or unconcealed. Requires possession and display of a valid license when publicly carrying firearms.
Establishes the shipping container inspection program and shipping container inspection program special fund. Increases the maximum fine for each violation of the fireworks law. Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.
Encourages the employees' retirement system, in evaluating venture capital investments, to consider opportunities in industries that will sustain Hawaiʻi's natural environment or produce economic opportunities for its residents, including renewable energy businesses and businesses that use the investment capital to acquire the infrastructure and services needed to become energy sustainable. If the employees' retirement system board of trustees determines that it is not prudent to invest in any Hawaiʻi venture capital meeting this description, requires the board to report the rationale for the decision in its annual report to the legislature. Establishes a visitor green fee program that requires that visitors purchase a license which is valid for one year for the use of a state park, beach, state-owned forest, hiking trail on state-owned land, or other state-owned natural area, to be administered by the department of land and natural resources. Establishes a visitor green fee special fund, into which shall be deposited fees, penalties, appropriations, and gifts and donations for the program. Establishes an environmental legacy commission, which shall be responsible for allocating disbursements and awarding grants from the visitor green fee special fund for the protection, restoration, enhancement, care, and increased resilience of Hawaiʻi's natural and outdoor recreational resources. Appropriates fund for the establishment of the environmental legacy commission and a strategic plan. Requires annual reports to the legislature on the progress of the program.
