Establishes the Digital Equity Grant Program to award grants to applicants to deploy digital equity projects to covered populations in the State. Establishes the Broadband and Digital Equity Special Fund.
Adopts the nurse licensure compact. Beginning 01/01/2026, requires nurses who hold multistate licenses issued by a state other than Hawaiʻi to complete demographic data surveys. Authorizes the Board of Nursing to assess different fees for registered nurses and licensed practical nurses who hold a multistate license issued by the State.
Requires health insurers, mutual benefit societies, and health maintenance organizations to provide health insurance coverage for various sexual and reproductive health care services. Applies this coverage to health benefits plans under the Hawaiʻi Employer-Union Health Benefits Trust Fund. Effective 1/1/2025.
Appropriates moneys to each county to mitigate flood risks on privately owned roads. Provides that the appropriation or expenditure of moneys shall not be construed to establish a duty of care or grounds for liability for the State or counties. Declares that the appropriations exceed the state general fund expenditure ceiling for 2024-2025.
Appropriates moneys to the Department of Human Services for the Preschool Open Doors program. Declares that the appropriation exceeds the general fund expenditure ceiling.
Establishes a court's authority to issue an order restricting abusive litigation.
Requires the Department of Law Enforcement to coordinate crisis intervention training for state and county law enforcement agencies and crisis intervention officers. Requires the Department of Health to certify crisis intervention officers. Defines "crisis intervention officer". Authorizes crisis intervention officers to order persons determined to be imminently dangerous to themselves or others to be transported to a designated behavioral health crisis center. Establishes positions. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Requires that each vote cast for a question on a ballot for the ratification of a constitutional amendment be counted in the negative only if the ballot properly indicates that the vote is in the negative.
Requires that any new contract entered into by the Office of Elections for equipment or services relating to preparing ballots or counting votes include the capability to randomize the names of candidates appearing on the ballot if technologically possible. Requires candidate names to be randomized on ballots to the greatest extent possible. Requires the Office of Elections to inform voters and candidates, by a method suited for the voting system, that the names of candidates may not be in alphabetical order.
