RELATING TO SCHOOL MEALS.

Beginning with the 2024-2025 school year, requires the Department of Education to provide free breakfast and lunch to students enrolled in a public school who meet certain requirements. Appropriates funds.

RELATING TO SCHOOL MEALS.

Requires eligible schools to participate in the federal Community Eligibility Provision, which provides federal funds to help schools offer free meals to all students. Appropriates moneys for any difference between federal funds amounts and costs of providing free meals. Declares that the general fund expenditure ceiling will be exceeded.

RELATING TO HEALTHCARE.

Establishes the Hui Hoomana task force to identify actionable priorities and financial resources to offer the State's residents universal access to affordable, high-quality healthcare and health insurance. Requires reports to the Legislature. Dissolves the task force on 7/1/2026. Effective 7/1/3000. (HD1)

RELATING TO CLEAN AND SOBER HOMES.

Requires the Department of Health to ensure there is equitable distribution of clean and sober homes throughout a county. Requires an applicant to obtain written approval from the appropriate county showing compliance with all land use and zoning ordinances and rules. Prohibits the Department of Health from issuing a certificate of registration: unless, in certain counties, a public informational meeting is first held before a neighborhood board in the affected community; and if there are more than a certain number of registered clean and sober homes within a certain mile radius in the affected community. RELATING TO CIVIL LEGAL SERVICES.

Requires and appropriates funds for the Judiciary to develop a three-year civil legal services pilot program to provide civil legal services at no cost to eligible parties. Requires reports to the Legislature. Effective 7/1/3000. (HD1)

RELATING TO HAWAII EDUCATOR LOANS.

Opens eligibility under the Hawaiʻi Educator Loan Program for students and teachers who agree to teach as a full-time teacher in a public charter school. Decreases the service requirement for total loan forgiveness to five years and increases the percent of the total loan award to be waived annually under the Hawaiʻi Educator Loan Program. Appropriates funds into and out of the Hawaiʻi educator loan program revolving fund to provide financial assistance for students participating under the Hawaiʻi educator loan program. Effective 7/1/3000. (HD1)

RELATING TO ELECTIONS.

Prohibits the sharing of personal information of clerks, election officials, and election workers for the purposes of intimidation, threats, harassment, or abuse. Amends the offense of assault in the second degree to include causing bodily injury to any clerk, election official, or election worker. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO PUBLIC RECORDS.

Imposes a cap on costs charged to reproduce certain government records. Waives reproduction costs charged for the first one hundred pages if disclosure serves the public interest. Waives costs charged to duplicate certain government records in an electronic format. Imposes a cap on costs charged to search for, review, and segregate records. Provides for a waiver of fees when a record's disclosure serves the public interest.
