Rep. Scott Nishimoto

Prohibits the State from denying or interfering with a patient's right to choose to obtain an abortion or to terminate a pregnancy if the termination is necessary to protect the life or health of the patient. Repeals a criminal penalty for violations of certain abortion provisions. Clarifies that advanced practice registered nurses may provide abortion care. Clarifies that physicians, osteopathic physicians, and advanced practice registered nurses may administer a medication abortion via telehealth for a patient residing in the State.

Exempts feminine hygiene products from the general excise tax.

Requires public high school students to complete one financial literacy class before graduation.

Beginning January 1, 2025, authorizes public schools and public charter schools to have an employee trained to administer or assist with the self-administration of seizure disorder rescue medication, with certain exemptions. Authorizes all principals, guidance counselors, and teachers to perform an annual self-review of seizure disorder materials. Allows a seizure action plan for every diagnosed student to be established and distributed to employees charged with supervising the student. Appropriates funds.

Authorizes the Department of Health and the counties to use electronic devices to trap and remove feral chickens. Establishes fines for interfering with the trapping or removal of feral chickens. Requires the Department of Health to establish and operate a feral chicken complaint hotline. Appropriates moneys.

Expands the list of acceptable institutions or organizations that can approve the continuing education courses needed by naturopathic physicians for license renewal.

Establishes the prevent suicide Hawaii taskforce within the Department of Health. Requires the task force to make annual recommendations to the Legislature on ways to reduce suicide rates in the State by 25% by 2025. Dissolves the task force on 1/1/2027.

Beginning 1/1/2024, requires public schools, private schools, and public charter schools to have an employee trained to administer or assist with seizure disorder rescue medication. Requires all principals, guidance counselors, and teachers to perform self-study review of seizure disorder materials annually. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires an annual age-appropriate seizure education program to be provided to all students. Exempts schools that do not have a student with a seizure disorder. Appropriates funds.

Establishes the petty misdemeanor offense of sitting or lying on a public sidewalk. Contains exceptions, including for expressive activities that are protected by the First Amendment, and for medical emergencies.

Provides scholarships for the unmet needs of qualified students at any four-year University of Hawaii campus who meet certain eligibility criteria. Appropriates funds for the Hawaii promise program.
