Excludes any advertisement by a candidate or candidate committee from the reporting requirements for electioneering communications; provided that the advertisement is in compliance with the law regarding advertisements.

Establishes the exclusive jurisdiction of the small claims division of the district court over cases in which the amount claimed is $1,000 or less exclusive of interest and costs. Expands the small claims division's jurisdiction over personal property cases to include any personal property worth $5,000 or less.

Requires a court-ordered restitution payment schedule to (1) set forth the foregoing requirements and (2) require, at minimum, monthly payments of 25% of the defendant's gross monthly income until restitution has been paid in full.
