RELATING TO PUBLIC HOUSING.

Requires the Hawaii Public Housing Authority to establish trust accounts to provide matching funds to tenants who rent dwelling units. Specifies tenancy termination requirements. RELATING TO SEXUAL ASSAULT.

Provides certain rights to sexual assault survivors with regards to the testing of sexual assault evidence collection kits. Requires the Attorney General to provide the Legislature with an initial report prior to the 2018 Regular Session on law enforcement's progress to implement the guidelines for mandatory testing requirements. Thereafter, AG to provide the Legislature with annual reports of statistical data pertaining to the testing. (HB668 HD1)

PROPOSING AN AMENDMENT TO ARTICLE I, SECTION 2, OF THE CONSTITUTION OF THE STATE OF HAWAII TO INCLUDE ACCESS TO CLEAN DRINKING WATER, EDUCATION AND HEALTH CARE AMONG THE INHERENT AND INALIENABLE RIGHTS OF INDIVIDUALS.

Proposes a constitutional amendment to ensure access to clean drinking water, meaningful health care, and a quality education are among the inherent and inalienable rights of individuals. (HB1582 HD1)

RELATING TO MORTGAGE SERVICERS.

Reduces mortgage loan servicer licensing fees and relicensing fees for nonprofit organizations. Exempts nonprofit organizations and their employees, who are already exempt from licensure and registration as mortgage loan originators, from regulation as mortgage loan servicers. Authorizes the issuance of general obligation bonds for the planning, design, and construction of a visitor and interpretive center at Diamond Head State Monument. Requires the department of land and natural resources to seek funds.

RELATING TO AGRICULTURE.

Repeals provisions that established the start and end dates of a limited time period for claiming the tax credit. RELATING TO HOMELESSNESS.

Authorizes any continuum of care to offer a stipend to volunteers assisting in the point-in-time count conducted annually to determine the number of homeless individuals in the State, as a condition of receiving federal homeless assistance from the United States Department of Housing and Urban Development.
