RELATING TO SUSTAINABLE FOOD SYSTEMS.

Establishes and appropriates funds for the sustainable food systems working group and positions within the Department of Agriculture. Requires report to the legislature. Effective 7/1/3000. (HD1)

RELATING TO THE TAX CREDIT FOR RESEARCH ACTIVITIES.

Adds a cap for the amount of tax credits for research activities that an eligible taxpayer and the taxpayer's related entities may receive per taxable year. Consolidates the survey and certification requirements for tax credits for research activities. Excludes research funded by any grant, forgivable loan, or other amounts not included in gross income from qualified research expenses. Requires certification of the tax credits for research activities on a first-come, firstserved basis to be based on the date that a complete application is received, subject to certain conditions. Extends from 12/31/2024 to 12/31/2029, the sunset date for tax credits for research activities. Effective 7/1/3000. (HD1)

RELATING TO PAID FAMILY LEAVE.

By 1/1/2027, requires the Department of Labor and Industrial Relations to establish a family and medical leave insurance program and begin collecting payroll contributions to finance payment of benefits. By 1/1/2028, requires the Department to start receiving claims and paying benefits under the program. Specifies eligibility requirements and employee protections under the program. Effective 7/1/3000. (HD1)

RELATING TO THE LABELING OF PRODUCTS.

Merges the Made in Hawaiʻi with Aloha branding program with the Hawaiʻi Made program under the Department of Business, Economic Development, and Tourism. Specifies that the Department of the Attorney General shall be responsible for enforcement of the program. Clarifies that calculations to determine whether a non-perishable good labeled "Hawaiʻi Made" or "made in Hawaiʻi" has met the requirement that at least fifty-one per cent of the wholesale value of the product is added by production within the State include operating and overhead expenses incurred and spent within the State. Appropriates funds. Effective 7/1/3000. (HD2)

RELATING TO SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM INCENTIVES.

Appropriates funds to the Department of Agriculture for the continued administration of the Hawaiʻi healthy food incentive program and to provide matching funds to beneficiaries who participate in the supplemental nutrition assistance program. Effective 7/1/3000. (HD1)

RELATING TO RESTORATIVE AQUACULTURE.

RELATING TO FERAL ANIMALS.

RELATING TO MEAT PROCESSING.

Requires the Department of Agriculture, in collaboration with other state agencies, to develop and implement a plan to expand the meat processing capacity in the State to allow for meat from axis deer and other wild game to be processed for distribution by non-profit food distribution services by 7/1/2025.
