RELATING TO DELAY IN PRIOR APPROVAL FOR MEDICAL SERVICES.

Prohibits health insurance preauthorization requirements that cause undue delay in receipt of medical treatment or services. Specifies that insurers, but not health care providers, are liable for civil damages caused by undue delays for preauthorization. (HB885 HD1)

RELATING TO THE HAWAII FARM TO SCHOOL PROGRAM.

Authorizes the Department of Education to establish a Farm to School Program. Requires the Farm to School Coordinator in the Department of Agriculture to work in collaboration with the Department of Education on any Farm to School Program. Establishes two FTE Farm to School staff positions within the Department of Education. Appropriates funds. (HB2156 HD2)

RELATING TO THE BOARD OF EDUCATION.

Amends the Board of Education membership by inviting the exclusive representative for bargaining unit (5) (teachers and other personnel of the Department of Education) to appoint a nonvoting public school teacher representative to the Board. (HB2049 HD1)

RELATING TO GOVERNMENT OPERATIONS.

Transfers to the Department of Business, Economic Development, and Tourism (DBEDT) jurisdiction over cable TV and the Broadband Assistance Advisory Council from the Department of Commerce and Consumer Affairs and telecommunications carriers from the Public Utilities Commission. Establishes the position of a commissioner of telecommunications. Creates special fund in DBEDT for cable TV and telecommunications carriers. Requires the Broadband Assistance Advisory Council to advise the Director of DBEDT on broadband deployment. (HB2236 HD1)

RELATING TO HOUSING FOR NATIVE HAWAIIANS.

Authorizes the construction and use of micro housing units on Hawaiian home lands managed by DHHL, notwithstanding zoning laws, permit provisions, and building codes. Makes an appropriation to DHHL for construction of micro housing units, subject to certain conditions, and to build general organizational capacity of native Hawaiian-controlled nonprofit housing developers. RELATING TO HOUSING.

Provides that a county shall not impose an exaction or inclusionary zoning requirement on a housing development offered exclusively for sale to buyers earning less than 140 percent of the area median income. Repeals this prohibition in five years. (HB2016 HD1)
