RELATING TO CRITICAL INFRASTRUCTURE RESILIENCY.

Establishes a Homeland Security and Resiliency Council to identify electric grid and other critical infrastructure needs and provide recommendations for enhancing the State's grid and critical infrastructure resiliency. Appropriates funds.

RELATING TO MOTOR VEHICLE REGISTRATION.

Classifies certain former military vehicles as special interest vehicles. Authorizes owners of former military vehicles to apply for registration with the Director of Finance of the county in which the former military vehicle is to be operated.

RELATING TO SEWER IMPROVEMENTS.

Requires the City and County of Honolulu to establish a pilot program to assist property owners in upgrading their sewer connections. Appropriates funds.

RELATING TO EMERGENCY VEHICLES.

Allows authorized emergency vehicles, including fire department vehicles, discretion to use either authorized audible or visual signals when responding to an emergency. Requires vehicles to yield to an authorized emergency vehicle using either an audible or visual signal.

RELATING TO PUBLIC SAFETY.

Prohibits any person, including a hotel guest, from storing, keeping, carrying, or possessing any firearm or ammunition in any hotel room assigned to a guest with certain exceptions.

RELATING TO LAW ENFORCEMENT.

Establishes a Law Enforcement Standards Board for the certification of county police officers, state public safety officers, and employees of the Departments of Transportation, Land and Natural Resources, Taxation, and Attorney General with police powers. RELATING TO MEMBERS OF CONGRESS.

Provides that when a candidate other than the incumbent is elected to the office of United States Senator, and the incumbent vacates the office prior to the expiration of the incumbent's term, the Governor must temporarily appoint the member-elect to immediately fill the vacancy for the unexpired term. RELATING TO MEDICAL CANNABIS.

Establishes the Office of Medical Cannabis Control and Regulation in the Department of Health to regulate and administer the registration of qualifying patients and primary caregivers and medical cannabis dispensaries. Extends civil service exemptions for persons in civil service exempt positions prior to enactment of this measure who will transfer into the Office due to this measure. Extends interim rulemaking authority. Appropriates funds. (HB2742 CD1)

RELATING TO OPIOIDS.

Requires the inclusion of a label warning of the risks of addiction and death on the packaging of any opioid drug dispensed by a health care professional or pharmacist. (HB1602 CD1)

RELATING TO ELECTIONS.

Requires a pilot program for the 2020 primary and general elections in any county with a population of less than 100,000 to be conducted by mail. Establishes a voter service center to provide certain election services. Allows for additional places of deposit for personal delivery of mail-in ballots. Requires the Office of Elections to submit reports to the Legislature. Appropriates funds. (HB1401 CD1)
