RELATING TO CHARTER SCHOOLS.

Requires the State Public Charter School Commission to submit an annual report on public charter schools before the opening day of each Regular Session of the Legislature. Requires the Board of Education to review and approve the annual report before the report is issued to the Governor, Legislature, and the public. Takes effect 7/1/3000. (SD1)

RELATING TO HOMELESSNESS.

Requires the Statewide Office on Homelessness and Housing Solutions to establish a permanent Return-to-Home Program to return homeless individuals in the State to families and relatives in their home states. RELATING TO THE RENTAL HOUSING REVOLVING FUND.

Establishes the Mixed-Income Subaccount within the Rental Housing Revolving Fund to prioritize development of workforce rental and for-sale housing projects for qualified residents. Requires the Hawaii Housing Finance and Development Corporation to adopt administrative rules. Appropriates moneys. Effective 7/1/2050. (SD2)

RELATING TO ANIMAL CRUELTY.

Increases the criminal penalties for the offenses of cruelty to animals in the first and second degree that involve pet animals. Increases the criminal penalty for a second or subsequent offense of causing injury or death to a service animal or law enforcement animal. Effective 7/1/2050. (SD2)

RELATING TO GOVERNMENT.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of benefits under the System or the Hawaii Employer-Union Health Benefits Trust Fund if the retirant is employed in a position needed for succession planning, as a law enforcement officer stationed at a public school as a resource officer, as an investigator, or in a management position excluded from collective bargaining, subject to certain conditions. Requires the director of human resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature details on the employment of retirants as school resource officers or investigators. RELATING TO LABELING.

Establishes labeling requirements for certain premoistened nonwoven disposable wipes. Requires certain manufacturers of covered products to submit for approval, their "DO NOT FLUSH" label notices and symbols to the United States Environmental Protection Agency by 1/1 2026.
