Amends article XVII of the State Constitution to provide for Referendum.
Prohibits the application of neonicotinoid insecticides and glyphosate herbicides after December 31, 2019, without a license or permit from the state or federal government. (HB1282 HD1)
Annually increases minimum wage 1/1/18 - 1/1/2021. On 9/30/2021 and thereafter requires DLIR to adjust the minimum hourly wage in accordance with the Honolulu region consumer price index. Deletes tip credit.
Reallocates $1,000,000 from the transient accommodations tax revenues for the operation of the Hawaiian center and the museum of Hawaiian music and dance at the Hawaii convention center to structural improvements to parks and public facilities to be determined with community input; provided that the improvements include creating space for health promotion activities and physical activity, and creating a Native Hawaiian sense of place.
Requires every retail dealer to conspicuously post a tax rate decal on each pump owned or leased by the retail dealer that displays the current federal fuel tax, state fuel tax, each county's fuel tax, and state license tax assessed on a gallon of gasoline and other liquid fuel sold at the pump. Establishes the tax rate decal special fund to be administered by the department of agriculture. Provides a penalty. Makes appropriation. Takes effect on January 1, 2018.
Exempts amounts received from servicing and maintenance of helicopters and the construction of maintenance facilities at which helicopters are serviced from the general excise tax. (HB484 HD1)
Establishes "substantial net benefit" as the public utilities commission's standard for a merger involving an electric public utility and allows the commission to establish reasonable criteria to determine whether a "substantial net benefit" exists in a proposed merger involving an electric public utility. Repeals the extension of the increase in the county surcharge on the State general excise tax, and replaces financing for the Honolulu mass transit project with private funding.
Establishes the creation of a working council made up by educators to have an input in curriculum, policy and educational decisions.
Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that the child was conceived during an act of sexual assault by the parent. Requires the court to accept police investigation materials as evidence of the sexual assault. For the period of time between the indictment and court determination in the case, grants the natural parent who is the victim of the sexual assault immediate temporary sole legal and physical custody of the child and prohibits visitation or allows supervised visitation of the indicted natural parent, as determined by the court.
