Exempts affordable housing units, additions to existing dwelling units, accessory dwelling units, ohana dwelling units, housing developed by the Hawaii Public Housing Authority, and certain housing units developed by self-help housing nonprofit organizations from school impact fee requirements. Provides, under certain circumstances, amnesty for used car purchasers from paying unpaid vehicle registration fees or penalties if the purchaser had no knowledge of the delinquent fees or penalties upon the purchase of the vehicle.
Beginning on 1/1/2020, requires that any person who is eligible to vote and applies for a new or renewed motor vehicle driver's license, provisional license, instruction permit, limited purpose driver's license, limited purpose provisional driver's license, limited purpose instruction permit, or identification card shall be automatically registered to vote if that person is not already registered to vote; provided that, upon receipt of notification from the respective county clerk, the applicant shall have 21 calendar days to opt out of automatic voter registration. Appropriates funds.
Prohibits the sale of polystyrene foam containers and serving of prepared foods using polystyrene foam containers statewide. Authorizes the Department of Health to adopt rules to implement the prohibition and include within its administrative rules a requirement for food vendors to educate their customers about proper disposal of nonreusable food containers and litter reduction.
Provides individuals who have demonstrated financial hardship with the option of paying for the registration of their motor vehicles and associated taxes and fees on a monthly basis.
Requires that any county-owned street along which are six or more homes include one or more sidewalks. Provides grants-in-aid to the counties for the purpose of building sidewalks along existing county-owned streets.
Provides that any individual or married couple filing a joint return may designate any portion of a state income tax refund to be paid over to the Hawaiian home general loan fund.
Requires the Department of Human Services and the Department of Health to disperse grant-in-aid funds to recipient organizations within ninety days of the effective date of the legislation awarding the grant. Allows the Department of Human Services and the Department of Health to disperse the total amount awarded to recipient organizations before contract execution.
