Establishes the Chief Data Officer within the Office of Enterprise Technology Services to oversee and manage the sharing of state data sets.
Establishes a five-year general excise tax exemption starting January 1, 2020, for amounts received from the servicing and maintenance of helicopters in an aircraft service and maintenance facility or from the construction of a facility that services and maintains helicopters; provided that 75% of the helicopters serviced and maintained annually in the facility are equipped with quiet technology. Requires the family court to terminate parental rights if the court determines, by clear and convincing evidence, that a natural parent committed sexual assault of the other natural parent; the child was conceived as a result of the sexual assault by the parent; and termination of parental rights is in the best interests of the child, under certain conditions. Requires the family court to suspend custody and visitation, after proper filing of a petition and a hearing, to any child whose parent or legal guardian is charged for a sexual assault or other offense, under certain conditions.
Amends the definition of renewable portfolio standard to be a percentage of electrical energy generation, rather than sales. Effective 7/1/2100. (SD1)
Provides for the expungement of criminal records pertaining solely to the possession of three grams or less of marijuana. Decriminalizes the possession of three grams or less of marijuana and establishes that the possession is a violation punishable by a monetary fine of $130. Establishes a marijuana evaluation task force to make recommendations on changing marijuana use penalties and outcomes in the State. (HB1383 CD1)
Requires UH community colleges to establish energy systems and technology training courses for county officers and employees responsible for permitting, inspecting, licensing, and approving construction projects and an advisory committee of industry stakeholders and to submit a report to the Legislature. Authorizes contracts entered by the Hawaii Tourism Authority for the marketing of all uses of the Hawaii Convention Center to be issued separately from the management, use, operation, or maintenance of the facility.
Establishes a process, beginning on January 1, 2020, for automatically preregistering or registering public school- and charter school-enrolled students who are at least 16 years old to vote. Effective 7/1/2030. (SD1)
