RELATING TO HOUSING.

Requires the school facilities authority to conduct a feasibility study for the development of teacher and workforce housing at the Queen Liliuokalani elementary school property. RELATING TO PROPOSED HOUSING DEVELOPMENTS.

Requires the Hawaiʻi Housing Finance and Development Corporation or an eligible developer to prepare an environmental impact statement for any proposed housing project on lands zoned as preservation or conservation by the applicable county.

RELATING TO SCHOOL PSYCHOLOGY.

Establishes licensure requirements for school psychologists to be administered by the board of psychology. Requires all school psychologists to be licensed by 7/1/2025. Increases the composition of the board of psychology to include two school psychologists. Effective 6/30/3000. (HD1)

RELATING TO REPRODUCTIVE CARE.

Establishes the Hawaiʻi reproductive care workforce special fund to be administered by the department of health to support programs that train health care professionals, increase the State's capacity to provide reproductive care services, increase access to reproductive care services in rural and remote areas, provide financial assistance to certain students at the University of Hawaiʻi, and project reproductive care workforce needs. Appropriates funds.

RELATING TO ADVANCED PRACTICE REGISTERED NURSES.

Authorizes advanced practice registered nurses to certify whether a person is totally disabled under the income tax code. Adds advanced practice registered nurses as primary providers in advance mental health care directives. RELATING TO PUBLIC SAFETY.

Requires and appropriates moneys for the provision of free voice communication services in the State's youth and adult correctional facilities. Prohibits state agencies from deriving revenue or financial benefits from the provision of communication services to persons confined in state correctional facilities.
