Amends the Supplemental Appropriations Act of 2022 to specify that the appropriation for Hawaiʻi housing finance and development corporation (BED160) is to be deposited into and expended from the affordable homeownership revolving fund for purposes of the revolving fund.
Requires the Hawaiʻi State Energy Office to enter into a publicprivate partnership to develop a waste-to-energy generating facility on land under the jurisdiction of the Department of Land and Natural Resources.
Amends the requirements for licenses to carry firearms concealed or unconcealed. Requires possession and display of a valid license when publicly carrying firearms.
Establishes the shipping container inspection program and shipping container inspection program special fund. Increases the maximum fine for each violation of the fireworks law. Requires PSD to submit reports to the legislature on implementation of the shipping container inspection program.
Appropriates funds for capital improvement projects in the twenty-second representative district.
Encourages the employees' retirement system, in evaluating venture capital investments, to consider opportunities in industries that will sustain Hawaiʻi's natural environment or produce economic opportunities for its residents, including renewable energy businesses and businesses that use the investment capital to acquire the infrastructure and services needed to become energy sustainable. If the employees' retirement system board of trustees determines that it is not prudent to invest in any Hawaiʻi venture capital meeting this description, requires the board to report the rationale for the decision in its annual report to the legislature. Phases out parking of motor vehicles on the grounds of Iolani Palace. Requires DAGS to remove the blacktop, parking area, and parking meters adjacent to Iolani Palace. Requires DLNR to develop and maintain a pedestrian area adjacent to Iolani Palace. Requires DAGS and DLNR to report cost analysis to the legislature.
Establishes a career and technical education working group to strengthen career and technical education in the State's public schools. Makes an appropriation. Effective 6/30/3000. (HD2)
