RELATING TO IMMIGRATION.

RELATING TO RETIRANTS.

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as an investigator in a position identified by the Department of Law Enforcement or Department of the Attorney General as a labor shortage or difficult—to-fill position, subject to certain conditions. Requires the director of human resources of the appropriate state jurisdiction to include in the director's annual report to the Legislature, details on the employment of retirants as investigators. Effective 7/1/3000. (HD1)

Authorizes 2 or more members of the Mauna Kea Stewardship and Oversight Authority to meet during its transition period regarding any matter relating to the Authority's business; provided that no commitment to vote is made or sought and no decision-making action is taken.

RELATING TO RETIRED TEACHERS.

Amends the break in service requirement for retirants to six months before they can be rehired as teachers or administrators in teacher shortage areas or in hard-to-fill positions. Prohibits rehired retirants from receiving additional employment benefits. Directs the Department of Education to adopt rules to identify teacher shortage areas and hard-to-fill positions. Effective 7/1/3000. (HD2)

RELATING TO STUDENT HEAT EXPOSURE SAFETY.

Requires the Department of Education, in collaboration with the Department of Health and State Public Charter School Commission, to conduct a study on the current practices of managing heat exposure in state public and charter schools to protect students' health during outdoor activities and to develop a plan if the current practices are insufficient in managing heat exposure. RELATING TO PUBLIC EMPLOYEE COMPENSATION.

Amends payroll requirements for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule. Provides that the predicted payroll schedule shall not be subject to negotiation under Chapter 89, HRS. Appropriates funds. Effective 7/1/3000. (HD1)
