Commences the transfer of the Oahu regional health care system in its entirety from the Hawaii health systems corporation to the department of health, beginning with the transfer of the Oahu regional health care system's budget and position count into the department of health. Enables the Oahu regional health care system, department of health, Hawaii health systems corporation, and other state agencies to manage and implement the processes required to effectuate the completion of such transition. Part II takes effect on 6/30/2021.

Appropriates funds for the department of land and natural resources division of state parks to establish a program to eradicate feral chickens in state parks.

Transitions from lump sum deferred deposit transactions to installment-based short-term loans. Specifies various consumer protection requirements for short-term loans, including interest and fee caps, allowable outstanding loans, a cooling-off period, and the right to rescind. Beginning 1/1/2022, requires persons operating as short-term loan companies to be licensed. Specifies licensing requirements for short-term loan companies.

Legalizes, regulates, and taxes cannabis and manufactured cannabis products for responsible, adult use. Exempts sales of cannabis and manufactured cannabis products for medical use from the general excise tax. Clarifies that qualifying out-of-state patients have the same rights and privileges under the medical cannabis law. Allows qualifying out-of-state patients to cultivate medical cannabis.

Requires all moped and motor scooter rental companies to ensure the rider wears a safety helmet supplied either by the rental company or by the renter prior to operating the moped or motor scooter. Exempts riders with a motorcycle license from this requirement. Prohibits the rental of any moped or motor scooter with aftermarket modifications. Amends the definition of motor scooter.

Establishes a class of artisan-scale composting operations exempt from department of health regulations to divert organic materials from Hawaii's landfills.

Appropriates funds to restore diagnostic, preventive, and restorative dental benefits to adult medicaid enrollees, provided the department of human services obtains maximum federal matching funds available and purses all funding sources, including private grants, prior to expending any general fund appropriations.

Establishes the position of the chief data officer within the office of enterprise technology services to assist the chief information officer in the oversight and management of the State's data portal and computer and data systems. Requires each executive department agency to make appropriate and existing electronic data sets available to the public. Appropriates funds for the establishment of a chief data officer position.

Requires the Department of Health to submit an application and a petition for federal exemptions for the state authorized use of cannabis in Hawaii from the Drug Enforcement Administration under title 21 Code of Federal Regulations sections 1307.03 and 1308.43.

Includes the line of voters at a voter service center, place of deposit, or its appurtenances in the prohibition of campaign related activities taking place within the 200-foot perimeter surrounding voter service centers, place of deposits, and appurtenances.
