Requires the director of finance to furnish to an owner of a vehicle one, rather than two, number plate for the vehicle. Makes conforming amendments.

Caps the service credit for unused sick leave for employees who become members of the employees' retirement system on or after 7/1/2021 at a maximum credit of ninety days. Specifies that any unused sick leave in excess of ninety days shall be forfeited.

Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board. Requires UH to provide training on the impacts of trauma for employees responsible for investigating incidents and assisting victims of sexual and domestic violence. Improves access for confidential support services. Requires UH to annually distribute information about sexual and domestic violence prevention and disclosure protocols to students and employees. To the extent possible, requires a private college or university to implement identical campus safety and accountability standards to those applicable to UH.
Commences the transfer of the Oahu regional health care system in its entirety from the Hawaii health systems corporation to the department of health, beginning with the transfer of the Oahu regional health care system's budget and position count into the department of health. Enables the Oahu regional health care system, department of health, Hawaii health systems corporation, and other state agencies to manage and implement the processes required to effectuate the completion of such transition. Part II takes effect on 6/30/2021.
Requires the department of education to offer training for teachers, educational officers, and school-based behavioral health specialists on sex trafficking prevention and response.
Provides for a minimum fine of $500 and maximum fine of $4,000, in addition to any other penalty, for the misdemeanor offense of reckless endangering in the second degree under certain circumstances, such as boarding a commercial flight into the State after having tested positive for COVID-19.
