Specifies that any minor who resides in the same household as the victim of domestic abuse may file a petition for an order of protection or temporary restraining order.

Provides funding for rental or lease of facilities under legislative appropriations and bond authorizations to the state public charter school commission for the design, planning, construction, repair, and maintenance of public charter school improvements. Appropriates general funds for infrastructure costs, rental or lease assistance, and the repair and maintenance of network infrastructure for charter schools. Effective 7/1/2050. (HD1)
Repeals the 6/30/2022 sunset date of Act 14, SLH 2020, which established statutory provisions relating to hemp production and processing.
Renames the workforce development council the workforce development board. Requires the state workforce development board and local workforce development boards to develop conflict of interest policies. Amends the composition and powers of the board. Effective 7/1/2023.
Establishes a new licensing regime for boiler inspectors and elevator inspectors, including the creation of a boiler and elevator inspectors board. Transfers the licensing of boiler inspectors and elevator inspectors from the department of labor and industrial relations to the board. Clarifies that any inspection required under the Boiler and Elevator Safety Law, including inspections required to be done by the department, may be directed to be completed by licensed qualified boiler inspectors or licensed qualified elevator inspectors. Requires DLNR to conduct a point-in-time count of feral cats per island by 6/30/23. Requires the invasive species council to develop and implement a program to effectively reduce the feral cat population in the State by 12/31/25. Appropriates funds.
Exempts parking concessions from the public bidding requirements under the state procurement law.
Prohibits the manufacture, distribution, and sale of single-use plastic bottles and rigid plastic containers designed to hold 16 fluid ounces or less, effective 1/1/2024, and single-use plastic bottles and rigid plastic containers designed to hold more than 16 fluid ounces, effective 1/1/2025.
Appropriates funds for the department of land and natural resources division of state parks to establish a program to eradicate feral chickens in state parks.
Requires that all funds in the administratively established carry-forward trust holding account in excess of $15,100,000 be transferred to the Office of Hawaiian Affairs each year.
