RELATING TO HEALTH.

Prohibits drug manufacturers from denying, restricting, or prohibiting the acquisition, shipping, or delivery of a 340B drug to pharmacies contracted with 340B covered entities under the federal 340B Drug Pricing Program. Authorizes 340B covered entities and the Attorney General to bring a civil action for enforcement within four years of a violation. Beginning 7/1/2026, requires each 340B covered entity in the State to report certain information annually to the hospital trade association operating in the State and requires the hospital trade association to prepare and publicly post an aggregate report of reports submitted by each 340B covered entity. RELATING TO COLLECTIVE BARGAINING.

RELATING TO CIGARETTE TAXES.

Beginning 1/1/2026, increases the cigarette tax from 16 cents to 18 cents and amends the disposition of cigarette tax revenues by allocating the increase in the cigarette tax amount to the Hawaii Cancer Research Special Fund, with a portion to be used exclusively for debt service of capital expenditures and building maintenance. RELATING TO WORKERS' COMPENSATION.

Authorizes an attending physician to request a functional capacity examination and refer an injured employee for the examination without first obtaining permission from the employee's employer. RELATING TO WORKERS' COMPENSATION.
