RELATING TO THE TIP CREDIT.

Beginning 1/1/2026, increases the tip credit to be twenty per cent of the minimum wage and requires the Department of Labor and Industrial Relations to annually calculate an adjusted tip credit amount.

RELATING TO MARRIAGE OF MINORS.

Raises the minimum age to enter into marriage from sixteen to eighteen years of age. Repeals the authority of parents and the family court to consent to a minor's marriage. Repeals spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Repeals exemptions for sexual assault of a minor if the perpetrator is married to the minor. Makes conforming amendments. Effective 7/1/3000. (HD2)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Allows impasses and disputes relating to the amounts of State and county contributions to the Hawaii Employer-Union Health Benefits Trust Fund to be resolved by arbitration. Repeals the prohibition against strikes by members of bargaining units on the issue of the amounts of State and county contributions to the Trust Fund.

RELATING TO COMMON INTEREST OWNERSHIP COMMUNITIES.

Creates regulation requirements for managers of homeowners' associations, planned community associations, cooperative housing corporations, and condominium unit owners' associations in the State. Requires licensure of association managers beginning 7/1/2027. Establishes an Association Manager Licensing Board within the Department of Commerce and Consumer Affairs.

RELATING TO ENERGY ASSISTANCE.

Establishes the Hawaii Home Energy Assistance Program within the Department of Human Services to assist households in paying their energy bills. RELATING TO MEDICAL SCHOOL TUITION.
