Amends the Hawaii Rules of Evidence to authorize nonresident property crime victims to testify in criminal proceedings by a live two-way video connection.
Clarifies that a dentist who has not successfully completed the education specified for the dental specialty as defined by the American Dental Association may be subject to license suspension or revocation or a fine if the dentist uses words or phrases in advertising that are similar to the existing list of prohibited words or phrases. Expands the prohibited words or phrases to include "dentistry for children".
Increases the fines for speeding violations occurring in a school zone or a construction area.
Requires the department of health to adopt rules to prohibit: (1) the manufacture and sale of manufactured marijuana products that are shaped to appeal to children; and (2) the use of additives in manufactured marijuana products designed to make the product more addictive or more appealing to minors.
