Requires the Office of Elections to annually request funding for the Statewide Elections Accessibility Needs Advisory Committee. Appropriates funds to the Office of Elections Statewide Elections Accessibility Needs Advisory Committee to gather information and provide outreach and voter education services for individuals with accessibility needs. Requires the Department of Education to create emergency access plans for each Department school. Requires each Department school to have a comprehensive school evacuation communication plan for use during emergencies. Requires the Department of Education to collaborate with the Department of Transportation to assess all Department school campuses to determine if there are sufficient emergency evacuation routes for each campus and report to the Legislature. Appropriates funds for the establishment of temporary adjunct faculty positions at the University of Hawaiʻi Maui College. Declares that the general fund expenditure ceiling is exceeded. Effective 7/1/3000. (SD1)

Appropriates funds for the establishment of temporary positions to support the statewide expansion of the University of Hawaiʻi Windward Community College's mental health-related programs. Declares that the general fund expenditure ceiling is exceeded. Effective 7/1/3000. (SD1)

Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaiʻi State Energy Office, in consultation with the Department of Accounting and General Services, to conduct a survey and identify certain high-priority state facilities. Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires a report to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Takes effect 7/1/2491. (SD1)

Appropriates funds to the State Foundation on Culture and the Arts to provide greater access to the arts for children and communities in need, with a focus on those affected by the August 2023 Maui wildfires. Authorizes the State Foundation on Culture and the Arts to accept gifted property for certain purposes. Declares that the general fund expenditure ceiling is exceeded. Effective 7/1/3000. (SD1)

Repeals the existing conditions under which government entities may seek reimbursement for search or rescue expenses and instead requires a government entity of the State to impose and collect a fee for search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, with a sign giving notice of the closure. Requires a report or documentation of the search and rescue to be submitted to the Department of the Attorney General. Takes effect 7/1/2042. (SD1)
