RELATING TO TAXATION.

Increases the standard deduction amounts for taxpayers for taxable years beginning after December 31, 2022. Requires biannual increases to the standard deduction amounts to match any increase in the Consumer Price Index for All Urban Consumers for Honolulu over the most recent two year period.

RELATING TO LEGISLATIVE ACCESS THROUGH REMOTE TESTIMONY.

Requires each house of the Legislature to establish by its rules, procedures that enable the Legislature to use remote testimony at legislative committee hearings, enable the public to present oral testimony at legislative committee hearings through remote testimony, and accommodate persons with disabilities though remote testimony. Defines "remote testimony".

RELATING TO THE TIP CREDIT.

Beginning January 1, 2024, increases the tip credit to be twenty per cent of the minimum wage.

RELATING TO PUBLIC FINANCING FOR CANDIDATES TO ELECTED OFFICE.

Establishes a comprehensive system of public financing for all candidates seeking election to state and county public offices in the State of Hawaii, to begin with the 2024 general election year. Requires the Campaign Spending Commission to submit a report to the Legislature. Appropriates funds.

RELATING TO EMERGENCY POWERS.

Requires the Governor to ensure continued operation of medical facilities upon declaration of a state of emergency and during times of health or pandemic emergencies. Allows hospitals to suspend elective surgeries during the period of emergency to address the facility's bed capacity. Defines "hospital".

RELATING TO MENTAL HEALTH.

Appropriates grant funding to the YMCA of Honolulu for its Youth Wellness Program for Mental Health to address the statewide declining mental health outcomes of youths related to the coronavirus disease 2019 pandemic.

RELATING TO DIAMOND HEAD.

Requires the department of land and natural resources to identify all state and county roads, landmarks, monuments, and public parks that use the name Diamond Head and identify the process for renaming these roads, landmarks, and public parks from Diamond Head to Leahi. Requires a report to the legislature.

RELATING TO TRANSPORTATION.

Beginning 7/1/2024, subjects all electric vehicles to a state mileage-based road usage fee instead of paying a registration surcharge. Requires a vehicle inspection certificate to state the odometer reading of the vehicle. Clarifies that the type of fuel required on applications for vehicle registration includes batteries or electricity. Requires the department of transportation to develop a long-term mileage-based usage fee implementation plan for all passenger vehicles and light duty trucks by 2033. Requires the department of transportation to seek federal funding. Appropriates American Rescue Plan Act funds for the state mileage-based road usage fee program.

RELATING TO SEXUAL VIOLENCE PREVENTION EDUCATION.

Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.

RELATING TO THE NURSE LICENSURE COMPACT.

Allows the Governor to enter the State into the multi-state Nurse Licensure Compact, which will allow a nurse who is licensed by a home state to practice under a multi-state licensure privilege in each party state.
