RELATING TO FAMILY COURT.

Requires certain persons to immediately report a potential tort claim to the family court when that person has reason to believe that a child in foster custody has suffered an injury that may arise to a tort claim. Establishes procedures for the family court to allow a child in foster custody who has suffered an injury to seek outside legal representation for a claim of damages as a result of a tort. RELATING TO CONDOMINIUM GOVERNING INSTRUMENTS.

RELATING TO THE ALA WAI BOAT HARBOR.

Removes hotel, residential, and timeshare uses from the list of permitted uses under the public-private development lease of fast lands and submerged lands at the Ala Wai boat harbor. Prohibits structures built under the lease that are more than two stories.

RELATING TO THE JUDICIARY.

Requires the Judiciary to implement a payment plan program that offers any person who is unable to pay any court-ordered fines, fees, surcharges, costs, or monetary assessments the option of entering into a payment plan. Prohibits the courts from taking certain actions against a person solely because of that person's inability to pay. Reinstates driver's licenses that were suspended for nonpayment under certain circumstances.

RELATING TO HOUSING.

RELATING TO HOMELESSNESS.

Authorizes any continuum of care to offer a stipend to volunteers assisting in the point-in-time count conducted annually to determine the number of homeless individuals in the State, as a condition of receiving federal homeless assistance from the United States Department of Housing and Urban Development.
