Provides that the Hawaiian language college revolving fund may include moneys from any revenue source. Provides that the fund and the Hawaiian early learning trust fund shall support the Imiloa astronomy center. Establishes a cap on individual deposits into the Hawaiian language college revolving fund and the Hawaiian early learning trust fund.
Limits the exclusion from gross income to pensions received for past services provided in the State.
Establishes a sobriety checkpoint special fund to provide funding to county law enforcement agencies for staffing for sobriety checks and processing of persons arrested at sobriety checkpoints. Increases the state vehicle registration fee and establishes the amount to be deposited into the sobriety checkpoint special fund. Appropriates funds into the sobriety checkpoint special fund and out of the special fund as grants-in-aid for the counties. Effective 7/1/3000. (HD1)
Appropriates funds to the City and County of Honolulu for the expansion of the feral chicken project and the Vector Control Branch of the Department of Health for a statewide education campaign for the feeding of feral animals. Effective 7/1/3000. (HD1)
Authorizes the use of special land and development fund moneys to eradicate or mitigate invasive species and install and maintain safety improvements on improved lands that provide lease revenue to the Department of Land and Natural Resources and that have significant cultural or historic value. Appropriates funds for salaries and fringe benefits of positions for the University of Hawaiʻi Institute for Astronomy's Space Sciences Workforce Development Program, Maunakea Scholars Program, and Akamai Internship Program. Appropriates funds for office equipment and supplies for the Maunakea Scholars Program and Akamai Internship Program.
Creates a School Psychologists Working Group to recommend actionable steps or propose legislation for an immediate pathway to licensure for school psychologists that can be acted upon in 2025. Effective 7/1/3000. (HD1)
