RELATING TO HEALTH.

Creates the Hawaii rural mental health corps program and Hawaii rural mental health care provider loan repayment program to encourage psychologists and social workers to serve in counties having a shortage of psychologists and social workers. Makes the department of health responsible for administering the Hawaii rural mental health care provider loan repayment program. Appropriates funds. Effective 7/1/2060. (HD1)

RELATING TO DOMESTIC ABUSE.

RELATING TO THRILL CRAFT.

RELATING TO AIRCRAFT.

Requires the Director of Transportation to adopt rules that require tour aircraft operators to have aircraft liability insurance coverage of not less than $1,000,000 per person per incident.

RELATING TO INCARCERATED WOMEN.

Appropriates funds for the second year of a program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post incarceration. Enables partnerships with the Department of Education, University of Hawaii, and Department of Public Safety. Appropriates moneys. Effective 7/1/3000. (HD1)

RELATING TO THE JUDICIARY.

Appropriates moneys for residential programs that allow minor children to remain with their mothers, to reduce the risk of trauma and multigenerational incarceration, including communitybased furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs. RELATING TO CORRECTIONS.

Establishes the Women's Corrections Implementation Commission within the Department of Public Safety to provide oversight over state correctional facilities that incarcerate women, receive and investigate complaints from incarcerated women, monitor the criminal justice system's progress in implementing reforms, and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system. RELATING TO AGRICULTURAL BUILDINGS.

Requires certain agricultural buildings or structures exempt from building permits and building codes to be consistent with an agricultural farm plan for the property and to be made available by the owner or occupant for inspection by a county building official at any time. RELATING TO WORKFORCE DEVELOPMENT BOARDS.

Renames the workforce development council the workforce development board. Requires the state workforce development board and local workforce development boards to develop conflict of interest policies. Amends the composition and powers of the board. Effective 7/1/2023.

RELATING TO SAFETY.

Establishes a new licensing regime for boiler inspectors and elevator inspectors, including the creation of a boiler and elevator inspectors board. Transfers the licensing of boiler inspectors and elevator inspectors from the department of labor and industrial relations to the board. Clarifies that any inspection required under the Boiler and Elevator Safety Law, including inspections required to be done by the department, may be directed to be completed by licensed qualified boiler inspectors or licensed qualified elevator inspectors. Effective 12/25/2040. (HD1)
