Requires that moped operators carry an insurance policy by incorporating mopeds into the insurance laws governing motorcycles and motor scooters, including with respect to provisions concerning required licensure, the relationship with tort law, proof of insurance card, penalties, rate regulation, and minimum coverage levels. Part I: Clarifies that the Board of Land and Natural Resources shall not unilaterally amend the terms and conditions of any lease of public lands being extended pursuant to Act 149, Session Laws of Hawaiʻi 2018, except as otherwise provided therein; and if the Board of Land and Natural Resources wishes to amend the terms and conditions of any lease of public lands being extended to reflect the Board's most current lease form and leasing practices and policies, such lease form and leasing practices and policies must be included in the rules of the Board. Defines "lease of public lands". Part II: Establishes a temporary public land trust working group within the Office of the Governor for administrative purposes only. Provides that the working group's sole purpose shall be to compile a definitive inventory of public land trust lands. Authorizes the working group to hire staff. Part III: Appropriates moneys to the Office of Hawaiian Affairs to be used for making repairs to bulkheads and revetments located in certain parcels conveyed to the Office. PART IV: Requires and appropriates moneys for the Office of Hawaiian Affairs to conduct a programmatic environmental impact statement for any development projects within the Kakaako Makai area of the public land trust. Part V: Appropriates moneys to the Office of Hawaiian Affairs for certain construction costs for the development of Kukaniloko.

Deposits funds into the Rental Housing Revolving Fund to be used to provide grants or loans to mixed-income rental projects or units qualifying individuals and families. Effective 7/1/2050. (SD1)

Amends the Criminal Justice Diversion Program including allowing examination of defendants via telehealth. Requires the Judiciary, in consultation with other stakeholders, to submit monthly and annual reports to the Legislature on the effectiveness of agreements for post-booking jail diversion programs for district and circuit court in the first circuit. Amends the allowable period of court-ordered assisted community treatment and considerations for extensions. Allows courts to require certain probation violators to undergo mental health evaluation and treatment as a condition of continued probation. Requires the Department of Health to contract with behavioral health crisis centers and to establish a statewide Hawaiʻi Urgency Response Center. Restores funding for probation officer services for the mental health court. Effective 7/1/3023. (SD1)

Appropriates funds to support the Aquaculture Disease Diagnostic Laboratory at the Department of Agriculture Animal Industry Division Veterinary Laboratory Services Branch, in partnership with the University of Hawaiʻi College of Tropical Agriculture and Human Resources. Effective 6/30/3000. (SD1)

Appropriates funds to the Department of Agriculture for the continued administration of the Hawaiʻi healthy food incentive program and to provide matching funds to beneficiaries who participate in the supplemental nutrition assistance program. Effective 6/30/3000. (SD1)

Establishes and appropriates funds for the Foreign Agriculture Small Equipment Pilot Program at a University of Hawaiʻi community college, to be administered by the Department of Agriculture in collaboration with the University of Hawaiʻi. Appropriates funds to the Department of Agriculture for the Pilot Program. Requires a report to the Legislature. Effective 7/1/3000. (SD2)

Establishes a temporary general excise tax exemption for amounts received from the servicing and maintenance of helicopters in an aircraft service and maintenance facility outside any Hawaiʻi airport or from the construction of a facility that services and maintains helicopters where at least 75% of the helicopters serviced and maintained annually in the facility are equipped with quiet technology.
