Creates the Hawaii emergency food assistance program special fund to be administered by the department of agriculture and appropriates moneys into the fund to feed Hawaii's needy population when a state of emergency has been declared.
Renames the environmental response, energy, and food security tax the environmental response tax. Repeals the deposit of taxes collected on barrels of petroleum products into the energy security special fund, energy systems development special fund, and agricultural development and food security special fund. Requires all taxes collected on each one million British thermal units of fossil fuels to be deposited into the general fund.
Requires the Department of Agriculture to establish a five-year food hub pilot program to increase access to local food. Provides for the award of grant funding to qualified applicants wishing to establish or expand a food hub. Requires reports to the Legislature. Makes an appropriation.
Requires the Department of Agriculture and Agribusiness Development Corporation to annually lease at least fifty per cent of land leased or up for lease renewal to operations whose primary business is local food production beginning 1/1/2022. Requires the Department of Agriculture and Agribusiness Development Corporation to submit reports to the legislature on leasing activities.
Increases the Board of Agriculture Chairperson's authority to approve agricultural loans and aquacultural loans not to exceed $50,000 of state funds, rather than $25,000.
Increases administrative and criminal penalties for those who violate the Hawaii pesticides law.
Authorizes counties to establish a program for commissioned volunteer enforcement officers to assist their police department with specified enforcement actions within their traffic division.
Includes the line of voters at a voter service center, place of deposit, or its appurtenances in the prohibition of campaign related activities taking place within the 200-foot perimeter surrounding voter service centers, place of deposits, and appurtenances.
Allows the executive office of aging to relax the thirty-hour employment requirement for qualified caregivers under the Kupuna Caregivers Program during a state-declared state of emergency. Adds the option of kupuna caregiver-directed services to the kupuna caregivers program. Includes assisting the care recipient and caregiver with the enrollment process as the duty of a coach. Allows funds under the Kupuna Caregivers Program to be issued to the care recipient's financial management service provider.
