Expands the investigative authority of DHS to include families with foster children with a pending adoption decree or for whom an adoption decree has been issued but adoption has not yet taken place, children who are placed into legal guardianship and who receive permanency assistance payments, and adopted children who receive adoption assistance payments, and against whom a complaint has been filed with DHS at any time. Requires DHS to analyze and report on the impact of expanding home visits to families receiving adoption assistance or legal guardianship assistance. Establishes the Malama Ohana working group to seek, design, and recommend transformative changes to the State's child welfare system. Appropriates funds to increase the procurement of contracted services to provide additional support, resources, and monitoring of families receiving benefits from the State's adoption assistance and permanency assistance programs. Establishes a statewide working group on affordable housing to foster increased inter-agency coordination on housing and zoning issues, raise public awareness of ongoing state and county efforts to reduce barriers to affordable housing development, and propose legislation. Requires an annual report to the legislature. Appropriates funds to support the statewide working group, including one full-time equivalent position. (CD1)
Amends the definition of "Adequate Reserve Fund" to exclude the benefit cost rate from June 2020 through August 2021, for calendar years 2023 through 2030. (SD2)
Provides funds to the department of Hawaiian home lands to pursue a multi-pronged approach to eliminating its waitlist. Requires the department of Hawaiian home lands to develop a strategic plan to address applicant preferences. Requires an annual report. (CD1)
Establishes within the department of education a workforce readiness program to provide opportunities for students to earn associate degrees, workforce development diplomas, pre-apprenticeship certificates, and other industry-recognized certificates. Requires the department to designate schools, including adult community schools, to participate in the program. (CD1)
Permits recipients of accommodations or services from an ohana zone site to request a ninety-day extension of the accommodations or services. Expands regulatory exemptions for ohana zones pilot program contracts. Extends the sunset date for the ohana zones pilot program to 6/30/2026. Appropriates funds for the ohana zones pilot program. Requires the department of education, department of health, department of public safety, department of defense, and University of Hawaii system to ensure that a certain percentage of food purchased for public schools, youth campuses, public hospitals, public prisons, and University of Hawaii system academic programs consists of fresh, local agricultural products or local value-added, processed, agricultural, or food products. Requires each of those departments and the University of Hawaii system to annually report to the legislature on progress made toward meeting these benchmarks and clarifies the information to be reported. Permits composting and co-composting operations in agricultural districts, under certain conditions. Establishes and appropriates funds for one full-time equivalent permanent environmental health specialist IV position in the solid and hazardous waste branch of the department of health. (CD1)
Requires any county or other issuer of private activity bonds to submit semi-annual reports to the Department of Budget and Finance and Hawaii Housing Finance and Development Corporation on the status or use of its portion of the allocation of the annual state ceiling. Amends the date by which the Director of Finance of each county must report to the Department of Budget and Finance the amount of its unused or unassigned allocation and requires that report to also be submitted to the Hawaii Housing Finance and Development Corporation. Prohibits the authorization of special purpose revenue bonds requiring allocation of the annual ceiling, unless requested by the governor and approved by the Legislature, between 6/30/2022 and 12/31/2028. Requires allocation of the annual ceiling to a county with a population of five hundred thousand or more between 6/30/2022 and 12/31/2028 to be used only for rental housing projects eligible for low-income housing tax credits.
