Creates the Kona Community Development District to allow for planning, development, and maintenance of public lands in Kona, on the island of Hawaiʻi. Amends the Hawaiʻi Community Development Authority membership to include members of Kona. Requires the Hawaiʻi Community Development Authority and the Department of Corrections and Rehabilitation to seek federal grants and loans from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program for the construction of a correctional project within the new development district. Effective 7/1/3000. (HD1)
Establishes the Correction Facilities Authority to be responsible for all public corrections development, planning, and construction related to capital improvement projects. Requires the Correction Facilities Authority to apply for a loan or grant from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program. Effective 7/1/3000. Requires that any newly established ocean recreation management area include the same or greater number of commercial use permits as the number of permits applicable to the area before the establishment of the ocean recreation management area.
Prohibits a health insurer from requiring an insured diagnosed with stage two through stage five cancer to undergo step therapy prior to covering the insured for certain drugs prescribed by the insured's health care provider, under certain conditions.
Transfers the investigators of the Criminal Investigation Division, Narcotics Enforcement Division, Office of Homeland Security Division, Office of the Inspector General Division, and Sheriff Division of the Department of Law Enforcement who are subject to the statutory law enforcement standards for the state law enforcement officers from collective bargaining unit (13) into collective bargaining unit (14).
Requires the Judiciary to establish a compliance credits pilot program for probationers that comply with their conditions of supervision.
Renames the Department of Law Enforcement to the "Department of the State Sheriff". Renames the Director of Law Enforcement to "State Sheriff" and deputy directors to "undersheriffs". Establishes an assistant position to be designated by the State Sheriff.
Amends the definition of "development", in section 205A-22, HRS, to clarify that "development" does not include construction or reconstruction of a single-family residence that is less than 7,500 square feet of floor area and is not part of a larger development, even if the residence is located on a shoreline parcel or a parcel that is impacted by waves, storm surges, high tide, or shoreline erosion.
Establishes statewide vehicular pursuit policies.
