RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Repeals language that gives the director of finance discretion to use moneys in the Hawaiʻi ABLE savings program trust fund if the director elects to accept deposits from contributors instead of sending deposits directly to the ABLE program manager. Authorizes the director of finance to expend moneys in the Hawaiʻi ABLE savings program trust fund to provide incentive payments to Hawaiʻi public school ABLE account owners. Appropriates moneys to fund incentive payments. Establishes and appropriates moneys to fund one full-time equivalent (1.0 FTE) permanent position to provide statewide outreach, advocacy, and relationship management for the Hawaiʻi ABLE savings program. RELATING TO GENDER PARITY IN PROGRAMS FOR INCARCERATED WOMEN.

Appropriates funds to the Hawaiʻi Correctional System Oversight Commission to study all programming offered to persons incarcerated at correctional facilities and convene a group of incarcerated women for the purpose of identifying gaps in the programming offered to female inmates. Requires that the study be submitted to the Legislature by 6/30/2024. Effective 7/1/2050. (SD2)

RELATING TO SCHOOL SAFETY.

Requires the Department of Education to create emergency access plans for each Department school. Requires each Department school to have a comprehensive school evacuation communication plan for use during emergencies. Requires the Department of Education to collaborate with the Department of Transportation to assess all Department school campuses to determine if there are sufficient emergency evacuation routes for each campus and report to the Legislature. RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE.

Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaiʻi State Energy Office, in consultation with the Department of Accounting and General Services, to conduct a survey and identify certain high-priority state facilities. Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires a report to the Legislature. RELATING TO THE ENVIRONMENT.

Appropriates funds to the Department of Health for long-term monitoring of air quality for certain communities impacted by the August 2023 Maui wildfire, as well as support for research efforts to better understand the environmental concerns linked to urban fires, including funding for the establishment of permanent environmental health specialist IV positions.
