Requires the Office of Environmental Quality Control to establish, implement, and maintain an interactive website available to the public at no cost that provides certain information and notifications regarding environmental assessment and environmental impact statement actions. Prohibits the eviction of any tenant of Kawaihapai Airfield from being evicted from the airfield until the expiration of the department of transportation and the U.S. Department of the Army's lease, so long as the tenant remains in good standing. Requires the department of transportation to cooperate with any private entity performing an economic feasibility study of Kawaihapai Airfield.
