Exempts foods and medical services products from the general excise tax.

Makes conforming amendment to article V, section 6, of the Hawaii Constitution relating to removal of the attorney general with the advice and consent of the senate.
Requires that all moneys in the pro rata portion of the Public Land Trust be transferred to the Office of Hawaiian Affairs.
Requires DAGS and DPS, in consultation with the Legislature and other entities, to plan and implement security improvements at the State Capitol. Requires DAGS to remove all parking meters from the Capitol parking facility and reallocate parking in the Capitol district. Appropriates funds.
Establishes a visitor security surcharge on overseas aircraft passenger tickets arriving and departing the state excluding inter-island for the purpose of recruiting and retaining police offices.
Simplifies the tax structure to four brackets and reduces the tax rate.
